Beginning of the Housing Advocacy in the Philippines
Tracing back its roots to 1985, the United Nations declared the first Monday of every October as World Habitat Awareness Day that will later on become a month long celebration.
In 1995, President Fidel V. Ramos signed Proclamation No. 662, declaring October of every year the “National Shelter Month”. This supports the importance of housing to the spiritual well-being of people and the enhancement of the country’s social and economic growth.
The National Shelter Month advocates for collaborative effort and public awareness in addressing homelessness, along with supporting the cause to provide Filipinos, especially the underprivileged and informal settler families with access to resilient, accessible, safe, and sustainable homes in secure communities.

NSM 2023 theme: “Pambansang Pabahay: Matibay na Saligan ng Mapayapang Pamayanan”
In celebration of this year’s National Shelter Month, the country’s community development bureau consisting of The Department of Human Settlements and Urban Development (DHSUD) formed a technical working group (TWG) with the National Housing Authority, the Home Development Mutual Fund (Pag-IBIG Fund), the Human Settlements Adjudication Commission, the Social Housing Finance Corporation, and the National Home Mortgage Finance Corporation as the key agencies.
The national government partnered with The International Organization for Migration and the Catholic Relief Services and Shelter Cluster in terms of humanitarian response.
Through the office of the housing secretary, Undersecretary Randy Escolango of the Department of Human Settlements and Urban Development (DHSUD) was designated as the Technical Working Group (TWG) chairperson for the 2023 National Shelter Month celebration.
The event was held on October 2, 2023, at the DHSUD Central Office and regional offices, where booths and exhibits were set up to assist people with their concerns and provide them with relevant information.
Earlier in October, the first Philippine Urban Forum was also successfully conducted at the Philippine International Convention Center in Pasay City, highlighting this year’s NSM theme.
