Cebu has been making headlines in recent months for the best possible reasons. One of the things that put it under the spotlight is the impressive roster of infrastructure updates in the Queen City of the South. In a few years, Cebu is poised to have some of the country’s most advanced international ports and newest expressways. There are lots of exciting things in the pipeline for Cebu’s infrastructural progress. Today, we’ll be looking at the five most notable ones.
1. Cebu-Cordova Link Expressway (CCLEX)
CCLEX may just currently be the most talked about expressway in the whole region. It opened to the public for the first time in April 2022 as part of the monumental ‘Build Build Build’ Projects in Visayas. The 8.5-kilometer road connects mainland Cebu to the municipality of Cordova on Mactan Island. While it’s now operational, it’s still on its way to completion, with some toll gates and lanes still under construction.
The newly opened expressway is the third link between Mactan and Cebu, designed to allow private and large commercial vehicles to traverse the bridge. Not only does it ease the traffic of Cebu and Mactan, but it’s also set to spark trade activities and improve the economic opportunities for the greater Cebu south area and Cordova.

2. Metro Cebu Expressway
Metro Cebu is gradually becoming more densely populated with more congested traffic flow. Several business districts and an increasing number of high-quality house and lots for sale in Cebu’s metro continue to attract a slew of residents and entrepreneurs. As Metro Cebu caters to more people, the Metro Cebu Expressway sets its sights on addressing the mounting congestion.
The project is pegged as a 73.75-kilometer highway with a two-kilometer tunnel. At Php28.1 billion, the expressway is expected to stretch across the entire metro and into the neighboring cities. It’s set to flow from Naga City in the south up to Danao City in the north. The infrastructure is divided into three segments:
- Segment 1: Talisay-Cebu City-Mandaue
- Segment 2: Consolacion-Liloan-Compostela-Danao, and
- Segment 3: Naga-Minglanilla
According to The National Economic and Development Authority, segments 1 and 2 will be funded by foreign investors, while segment 3 will be funded by the national government through the DPWH.

3. Ming-Mori Business Park
The ambitious Php6 billion reclamation project began in the town of Minglanilla in 2021 after a seven-year-long planning process. The Ming-Mori Business Park is a 100-hectare park housing companies and establishments that will generate about 75,000 jobs for the area. With this projection, Minglanilla and the general southern area of Metro Cebu are sure to become significant economic players in the region.
As of writing, locators and businesses within the estate still haven’t been disclosed. The business park is scheduled to be completed by 2025.

4. Cebu-Mactan Bridge and Coastal Road
The main island of Cebu and Mactan Island are the two busiest islands in the entire Cebu province. Currently, there are two bridges linking the two. However, as people continue to move between either islands’ commerce and lifestyle hubs, there’s a need to open a third link: The Cebu-Mactan Bridge and Coastal Road.
The project will have a bridge and coastal road component, spanning 3.3 kilometers and 4.9 kilometers, respectively. Complete with elevated viaducts and four-lane roads, the project is expected to cost around Php79.5 billion. Php55.8 billion of the loan is set aside with Japan International Cooperation Agency at the helm. Upon completion, the bridge and coastal road will contribute to alleviating traffic congestion as well as bolster economic development and connect the house and lots in Cebu to Mactan Island more seamlessly. The project is slated to open in January 2028.

5. New Cebu International Container Port (NCICP)
Cebu province already has numerous seaports, but they’re not all servicing international shipments. The NCICP plans show that the project will cover 25 hectares of reclaimed land in Consolacion, Cebu. It’s designed to free up the existing seaport network in the province and establish a more reliable and efficient transport infrastructure for the flow of goods and services in the Visayas region.
The Php10.1 billion project is expected to relieve the flow of cargo traffic between Cebu City and Mandaue City (where the main seaports currently are). When the NCICP becomes operational, the bulk of the cargo coming into the province will now be coursed through Consolacion. The existing Cebu International Port in Cebu City will be repurposed to focus on domestic operations to augment domestic trade and travel.
